Buying Luxury Real Estate in Dubai: A Guide for International Investors

Dubai continues to draw private capital toward its premium real estate sector β€” not on trend, but on a precise combination of taxation, regulatory stability, and the quality of its residential offering. This guide covers what to know before committing capital to the Emirates, and where a private intermediary reduces the risk along the way.

Who can buy, and where

A foreign national can acquire a property in Dubai in full freehold ownership β€” no local sponsor or partner required β€” but only within the areas the emirate has designated as freehold. Palm Jumeirah, Downtown Dubai, Dubai Marina, Dubai Hills Estate and Emaar Beachfront are among the most relevant for the premium segment. Outside these zones, ownership remains reserved for GCC nationals, or is structured as long-term leasehold β€” less attractive to an investor seeking full ownership.

The Golden Visa: what it actually means

A real estate investment of AED 2 million or more (roughly USD 545,000) qualifies for the UAE Golden Visa, a renewable 10-year residency permit that requires no employer sponsor and, if structured correctly, opens the door to full UAE tax residency. It's a real benefit, but one to weigh alongside your own tax advisor: tax residency doesn't transfer automatically with the visa, and the implications back home need to be checked before the purchase, not after.

Off-plan or ready-to-move

Dubai's market offers both routes. Off-plan purchases β€” buying before completion β€” come with staggered payment plans (often 60/40 or 70/30 split between construction and handover) and greater appreciation potential in the early phases of a well-positioned project. Ready-to-move properties reduce execution risk but require immediate capital and offer less room for pre-handover appreciation. The choice depends on the investor's time horizon and on the developer's track record β€” an element due diligence cannot delegate to a sales brochure.

Real costs, beyond the listed price

The advertised price is not the total cost. Budget for the Dubai Land Department transfer fee (4% of the property value), agency commission (typically 2%), registration costs, and β€” for ready properties β€” utility transfer fees. On a premium property, these ancillary costs can add up to 6-7% of the total value β€” a figure that belongs in the first budget calculation, not a surprise discovered near closing.

Remote due diligence: the real risk

The most concrete risk for an international investor isn't Dubai itself β€” it's transacting remotely, without direct visibility into the developer, the actual state of construction, or the genuine availability of a unit marketed as exclusive. Verifying the Dubai Land Department registry, the developer's delivery history on prior projects, and the real escrow protection of payments made are steps that require presence and relationships on the ground β€” not a well-built website.
